Sysselsättningsfonden har rätt att ta lån för att uppfylla sina skyldigheter med stöd av lagen om finansiering av arbetslöshetsförmåner. Om Sysselsättningsfondens skulder överstiger dess tillgångar, kan statsrådet bevilja Sysselsättningsfonden proprieborgen utan motsäkerheter. Statsrådet kan ställa villkor för borgen som det beviljat. Sysselsättningsfonden kan med tillstånd av Finansinspektionen också ta lån för att trygga sin likviditet. Tillstånd från Finansinspektionen krävs dock inte om Sysselsättningsfondens konjunkturbuffert är negativ.
Sysselsättningsfonden har ingått ett företagscertifikatprogram med sex banker. Inom ramen för detta program är det högsta beloppet för emitterade företagscertifikatkrediter 300 miljoner euro.
Sysselsättningsfonden har med fyra betydande nordiska banker beredskapskreditavtal som uppgår till 600 miljoner euro.
